Nextonic is seeking a highly ambitious, adaptable, structured, and detail-oriented IT Governance and Strategy Senior Consultant to join our vibrant team at the National Institutes of Health (NIH) supporting The Center for Information Technology (CIT) located in Bethesda, MD. 

 

Overall Position Summary and Objectives Support the IT Governance and Strategy services provided by the Center of Information Technology (CIT), Business Transformation Office (BTO). Provide effective and high-quality IT Governance and Strategy services to CIT’s Senior Management, Service Area Leads, and Governance bodies. Provide senior management consulting services to include strategy development and execution, IT Governance, and project and portfolio management. Support the management of high visibility projects and report out to senior executives.

 

Work Details:

  • Provides executive experience needed to conduct needs assessments and develop recommendations for improvements of current operations.
  • Provide strategic management planning and execution, business management, strategic planning, process improvement, metric assessment and measurement, acquisition planning, program management and governance.
  • Analyze current processes; develop strategies to improve them.
  • Provide leadership for and coordinate the overall strategic direction and planning for the program.
  • Conduct and perform current state assessments; perform gap analysis; target ‘as-is’ state development and formulate the to-be state with associated execution strategy and roadmap project schedules.
  • Provide analyses, evaluations, technical assessments, feedback and support in the planning and implementation of activities.
  • Make recommendations on aspects of efficiency and continuous process improvement.
  • Plan and implement solutions to address gaps and improve performance related to general management practices, management of scientific projects and programs
  • Collaborates with other professionals to develop recommendations for current and future initiatives.
  • Provide creative counsel on data reporting and formatting.
  • Provide advisory services and staff support to executives and senior managers on a full range of issues related to the support of all divisions and centers.
  • Respond to public inquiries in consultation with staff.
  • Support the development of high-quality business cases, quarterly reports, project plans, closeout reports, and presentations for high visibility initiatives.
  • Work collaboratively with stakeholders across CIT and NIH to complete.
  • Support the Governance Framework for lifecycle management of IT investments through idea initiation, business case development, investment approval, acquisition, and execution and for compliance with laws, regulations, and policies related to Security, Privacy, Enterprise Architecture (EA), IT Acquisitions, Asset Management, etc.
  • Project Management- Facilitate interviews and discussions to determine the scope, purpose and objectives of project.
  • Prepare project documentation to include charter, schedule, resource plans and budgets. Creates project in designated project management software and ensure all necessary staff have access. Recommend and support routine project management meetings, updates and prepare a variety of status reports and dashboards.
  • Assist staff coordinate project management activities, to include routine meetings and development of reports.
  • Support Business Process Reengineering: As-Is/ To-Be assessments, Gap Analyses, S.W.O.T. Analyses, Analysis of Alternatives, process mapping, selection of appropriate IT tools in support of IT Governance and Strategy functions.
  • Develop the associated processes and reporting requirements for CIT’s IT Governance Model and collaborate with the Project/Program/Portfolio management function to implement the required tracking and reporting mechanism.
  • Support the IT Governance process and Collaborate with the Portfolio Management Function to ensure that:
    • IT investment decisions support business needs.
    • IT delivers best value.
    • IT investments are optimized, and redundancies are eliminated
    • Strategic IT resources are managed and monitored in accordance with law and NIH policy
    • Organizational risk is assessed in all IT decisions
  • Provide the support required for the meetings with the IT Governance boards. This includes the development of presentations and briefings to executive audiences.
  • Advises management and staff on formulation of new strategies and sensitive or complicated issues.
  • Work with staff to build and guide the execution of individual project plans for prioritized initiatives; manage and track the status.
  • Collaborate with staff on the alignment of any proposed changes to enhance the delivery of services and organizational development within the Institute.
  • Review plans for future programs based on draft and final forms.
  • Work with staff to strategize about future budgeting; provide written recommendations concerning strategies for future budgeting.
  • Work with staff to define a target state for the organization, processes, tools and technology required to meet the evolving needs of the Institute, including responsiveness to scientific and technological advances.
  • Works with staff to develop and implement new and proactive programs geared to specific audiences.
  • Provide broad support of the Institute's agenda, including strategic and tactical activities, and executive-level interfacing.
  • Provide input on complex inquiries.
  • Review budget spreadsheets and answer questions related to the budget,
  • Perform research in support of strategic planning
  • Provide strategic management planning and execution, business management, strategic planning, process improvement, metric assessment and measurement, acquisition planning, program management and governance support.
  • Provide services on a full range of issues relating to administrative management and operational support of the business transformation office.
  • Lead Enterprise level assessments in collaboration with the technical Service Area Managers to inform CIT’s strategy with focus on CIT’s customer requirements, IT industry drivers and compliance requirements.
  • Conduct benchmarking and industry best practice research. Develop white papers, reports, memos, decision papers, strategic roadmaps, etc. as needed to inform the development and execution of CIT’s Strategic Plan.
  • Provide input as needed for policy documents and strategic plans related to Federal IT and e-government activities and priorities.
  • Collaborate with CIT’s business partners and customers to ensure continuous feedback on CIT services and capture new requirements that would impact CIT’s services/ products portfolios.
  • Conducts research and analysis to proactively address and respond to inquires on various policies and issues.
  • Develop and coordinate a plan for outreach and communication about the program.
  • Work with staff to develop dynamic web-based and educational content for the program.
  • Prepare and lead presentations about program to NIH leadership, recruitment venues and meetings.
  • Lead and/or attend and participate in working groups, meetings and conferences.
  • Identify Institute-wide digital strategy and target audiences and translate the strategy into user-friendly interfaces that successfully present content, features and functionality appropriately for each audience.
  • Write and edit scientific/technical products for a variety of audiences, including the scientific community.
  • Develop strategic and tactical deliverables to include following:
    • Strategic Plans
    • High quality business cases and reporting for IT investments
    • Implementation Plans and Roadmaps o Responses to E-Gov external inquiries
    • Presentations tailored to various audiences
    • Research of industry best practices, white papers and strategic plans
  • Coordinates and advances professional development and research done by others in areas where other mechanisms may not be optimal due to time constraints or other issues.
  • Review scientific papers, reports and manuscripts prepared by others, prior to submission.

  • Familiarity with the Federal budgeting process and current Administration priorities and initiatives, specifically those pertaining to IT, eGovernment, and Budget.
  • Familiarity with Federal IT and e-government requirements (e.g., OMB circulars and memoranda, legislation and Congressional drivers, GAO reporting).
  • Excellent leadership skills and ability to provide clear direction to direct rapports.
  • Experience compiling research from a variety of sources (such as best practices from other government agencies, Gartner, Forrester, industry best practices, etc.) and preparing a recommendation based on that research
